Theory Mission 12 Operation Black out #2

If you look closely at the bottom right of the guy's computer, you might find out Herbert is there? You saw it? Well, here's a picture of it.
So my theory is, that Herbert might be in a cave when we found him!

    Great Theory! But since its a blackout, he would have stole a black outfit and stole Night Vision Goggles! xD
